The Oil and Gas Employers' Federation (FPPG) welcomes the Romanian Parliament's initiative to amend GEO 114/2018 and continues to call on the Romanian Parliament to repeal, in the current extraordinary session, the regulated prices for natural gas producers and to eliminate the 2% fee that energy companies are obliged to pay to the National Energy Regulatory Authority (ANRE). These measures provided for in the Ordinance have led to errors that have distorted and halted the process of liberalization of the energy market.
FPPG is a reliable partner of the state institutions and provides the authorities with the recent Emerton study which proposes a roadmap for ensuring security of supply, affordability and competitiveness of natural gas in Romania.
“The Federation of Oil and Gas Employers has promoted in the last months the dialog between gas producers, gas distributors and suppliers and state institutions, in order to reach the best solution in which the bills of domestic customers are reasonable and at the same time the gas market continues to develop freely and competitively.
Ensuring strong and sustainable protection for vulnerable energy consumers is an essential element for the liberalization of the retail market for household customers, enabling the entire population to meet their energy needs at an affordable cost.
Emerton experts propose in the above mentioned study mechanisms to protect vulnerable consumers that can be implemented in the Romanian market”. says Daniel Apostol - Director External Relations at FPPG.
Despite substantial progress towards gas market liberalization in recent years and until the end of 2018, the evolution of the Romanian gas sector towards a mature and attractive market is hampered by major obstacles such as low liquidity on the wholesale gas market which does not encourage investments in gas production or competition on the retail market; lack of transparency and predictability in terms of regulations and mechanisms operating in the market limiting the attractiveness of the segment for potential new market players; lack of an effective scheme to protect vulnerable energy consumers.
