{"id":7719,"date":"2019-09-05T10:22:00","date_gmt":"2019-09-05T07:22:00","guid":{"rendered":"https:\/\/www.fpe.ro\/?p=7719"},"modified":"2024-11-20T11:34:03","modified_gmt":"2024-11-20T09:34:03","slug":"comunicat-de-presa-5-septembrie-2019","status":"publish","type":"post","link":"https:\/\/www.fpe.ro\/en\/comunicat-de-presa-5-septembrie-2019\/","title":{"rendered":"PRESS RELEASE - September 5, 2019"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>The Federation of Oil and Gas Employers (FPPG) rejects the alarmist and unfounded statements on the effects of the return to a free and functioning gas market<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>GEO 114 has not reduced gas bills<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GEO 114 was presented as a measure to reduce the price of gas for households. In reality, gas bills have not gone down. On the contrary, the price for industrial consumers increased, which was reflected in the price of consumer goods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eliminating the provisions of GEO 114 and returning to a free and functioning market would result in 4.3 billion m<sup>3<\/sup>&nbsp;(representing regulated market obligations), which will allow decoupling from import prices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, increased interconnection capacity with Bulgaria, Hungary and Ukraine, planned for next year, will encourage competition in the gas market by diversifying sources such as LNG (Liquefied Natural Gas).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Protect vulnerable consumers<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main argument against liberalizing the gas market is the protection of vulnerable consumers. Vulnerable consumers need to be protected by mechanisms which can coexist with a free market, as is the case in other countries in Central Europe and beyond. Unfortunately, although there are action plans drawn up by specialists, such as those from Emerton, a functional mechanism for protecting them has not been implemented in Romania. This is why urgent action is needed in this respect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Gas market liberalization is a must<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2001, as part of the EU accession negotiations, Romania undertook to liberalize the gas market by 2007. This took place for a short period of time, from 2017 until December 2018, when, with the introduction of GEO 114, Romania regressed in the gas market. During these years, two infringement procedures were opened against Romania on the gas market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The impact of decades of delays in liberalization translates into paradoxes such as the fact that only 301TPTP7T of households in Romania are connected to the gas network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A regulated market does not attract investment - in recent years we have seen large companies exiting the market and major investment projects slowing down or even stalling. At the same time, local gas production has declined and has been replaced by imports, while Romania has the potential to cover its gas needs exclusively from domestic production. The import ratio has now increased to around 28%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under these circumstances, it is necessary to immediately liberalize the market by eliminating the provisions of GEO 114 on gas prices in order not to affect Romania's gas supply.
