{"id":7634,"date":"2018-10-03T06:30:00","date_gmt":"2018-10-03T03:30:00","guid":{"rendered":"https:\/\/www.fpe.ro\/?p=7634"},"modified":"2024-11-21T11:33:16","modified_gmt":"2024-11-21T09:33:16","slug":"noile-modificarile-aduse-legislatiei-offshore-afecteaza-principii-de-baza-pentru-orice-investitie","status":"publish","type":"post","link":"https:\/\/www.fpe.ro\/en\/noile-modificarile-aduse-legislatiei-offshore-afecteaza-principii-de-baza-pentru-orice-investitie\/","title":{"rendered":"New changes to offshore legislation affect basic principles for any investment"},"content":{"rendered":"<p>&nbsp;The Federation of Oil and Gas Employers (FPPG) considers that the new amendments proposed during the joint meeting of the October 2, 2018, of the rapporteur committees for the&nbsp;<strong>Law on some measures necessary for the implementation of&nbsp;<\/strong><strong>operations<\/strong><strong>&nbsp;petroleum by petroleum agreement holders relating to offshore oil fields<\/strong>, will have negative consequences for the Romanian oil and gas industry.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The new amendments to the offshore legislation, debated at the meeting of the three joint committees of the Chamber of Deputies, affect basic principles for any investment, namely the stability of the fiscal framework. The stability and predictability of the Romanian legislative environment in general and of the tax regime in particular, throughout the entire period of the concession contracts, is an essential condition for the successful development of offshore hydrocarbon resources.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Upstream investors are taking big risks by investing in Romania's offshore sector: the risk of exploration failure, the price risk for oil and gas, technical and operational risks.&nbsp;<\/p>\n\n\n\n<p>Under these conditions, the adopted amendments will have a significant negative impact on the Romanian offshore oil and gas industry and will discourage investments in the Black Sea, with the consequence of diminishing the potential for additional hydrocarbon production in the offshore area.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Oil and Gas Employers' Federation remains in favor of a win-win situation for all three actors involved, namely civil society, the state and investors. However, we would like to draw attention to the need for a comprehensive understanding of the Black Sea potential.&nbsp;<\/p>\n\n\n\n<p>For the above-mentioned reasons, we reiterate that the development of the offshore natural gas sector is a historic opportunity for our country, which can bring energy security, economic and social benefits. It is a strategic imperative to adopt a fair and stable offshore regulatory framework that will enable the start of development and production works.
