{"id":7456,"date":"2019-05-20T06:23:03","date_gmt":"2019-05-20T03:23:03","guid":{"rendered":"https:\/\/www.fpe.ro\/?p=7456"},"modified":"2024-11-20T11:38:13","modified_gmt":"2024-11-20T09:38:13","slug":"piata-gazelor-naturale-din-romania-cum-garantam-securitatea-si-competitivitatea-sectorului","status":"publish","type":"post","link":"https:\/\/www.fpe.ro\/en\/piata-gazelor-naturale-din-romania-cum-garantam-securitatea-si-competitivitatea-sectorului\/","title":{"rendered":"The Romanian natural gas market: how to guarantee the security and competitiveness of the sector"},"content":{"rendered":"<div id=\"fws_6a1e62242bace\"  data-column-margin=\"default\" data-midnight=\"dark\"  class=\"wpb_row vc_row-fluid vc_row vc_row-o-equal-height vc_row-flex vc_row-o-content-top\"  style=\"padding-top: 0px; padding-bottom: 0px; \"><div class=\"row-bg-wrap\" data-bg-animation=\"none\" data-bg-animation-delay=\"\" data-bg-overlay=\"false\"><div class=\"inner-wrap row-bg-layer\" ><div class=\"row-bg viewport-desktop\"  style=\"\"><\/div><\/div><\/div><div class=\"row_col_wrap_12 col span_12 dark left\">\n\t<div  class=\"vc_col-sm-9 wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone\"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t\n<div class=\"wpb_text_column wpb_content_element\" >\n\t<div class=\"wpb_wrapper\">\n\t\t<p style=\"text-align: center;\"><strong>Executive summary <\/strong><\/p>\n<p><strong>Romania's gas sector is dysfunctional and its evolution towards a liberalized market\u00a0<\/strong><strong>fair and balanced is hampered by major obstacles.<\/strong><\/p>\n<p><!--more--><\/p>\n<p>Despite substantial progress in liberalizing the gas market in recent years and up to<\/p>\n<p>At the end of 2018, several major obstacles continue to hinder the creation of a mature and attractive gas market in Romania.<\/p>\n<p>These obstacles have been identified along the entire value chain, from upstream to downstream, and affect both wholesale and retail gas markets.<\/p>\n<p>On the one hand, low liquidity on the wholesale gas market negatively affects the entire Romanian gas sector by limiting the attractiveness of investments in gas production and creating a weak competitive environment on the retail market.<\/p>\n<p>On the other hand, in the absence of a robust wholesale market, the mechanisms adopted to cover the cost of gas supply at regulated tariffs lack transparency and predictability.<\/p>\n<p>These uncertainties severely limit the attractiveness of the segment for potential new entrants. In addition, the lack of an effective scheme to protect vulnerable energy consumers massively undermines the political acceptability of retail deregulation for household customers.<\/p>\n<p><strong>The recent introduction of the 68 RON\/MWh price cap is expected to exacerbate most\u00a0<\/strong><strong>existing obstacles and generating negative long-term impacts on the Romanian gas sector.<\/strong><\/p>\n<p>Government Emergency Ordinance No. 114\/2018, adopted by the Romanian Government at the end of 2018 (and amended at the end of March 2019), imposed a cap of RON 68\/MWh on a substantial part of the volumes traded on the retail natural gas market.<\/p>\n<p>Although such a measure prevents Romanian household consumers from being exposed to possible price increases in the near future, the implementation of GEO 114\/2018 will clearly exacerbate the lack of liquidity on the wholesale gas market and will generate detrimental medium and long-term effects on the security of supply and affordability of end customers.<\/p>\n<p>In fact, GEO no. 114\/2018 does not remedy the systemic deficiencies on the Romanian natural gas market, but will continue to aggravate the obstacles that prevent an efficient and balanced development of the sector. The mere introduction of a price cap structurally violates the conditions that enable the development of an attractive and competitive market for producers, retailers and consumers.<\/p>\n<p>To overcome these obstacles, an action plan is proposed to improve the attractiveness and competitiveness of the natural gas sector throughout the value chain.<\/p>\n<p><strong>The main objectives of the Action Plan are:<\/strong><\/p>\n<ul>\n<li>Ensuring the affordability of natural gas for Romanian end-users by increasing competition on the retail market for household customers and adapting the level of protection afforded to vulnerable consumers.<\/li>\n<li>Improving wholesale market liquidity by fully deregulating the retail price of natural gas and further developing an accurate price index in Romania.<\/li>\n<li>Encourage investment in the upstream sector and improve interconnections between Romania and the EU gas market.<\/li>\n<\/ul>\n<p><strong>The proposed Action Plan has been designed to be implemented in the form of a consistent package of measures\u00a0<\/strong><strong>interdependent in a sufficiently short time horizon.<\/strong>\u00a0If accepted by the Romanian authorities, this package could be implemented within 18 months.<\/p>\n<p>The full repeal of the price cap introduced by GEO 114\/2018 is a precondition for the development of a liquid and deep natural gas market; such a repeal is conditional on the implementation of a fair and specific mechanism dedicated to the protection of vulnerable energy consumers. It is necessary to create and implement a comprehensive program to combat energy poverty, combining financial, non-financial and energy efficiency measures, in order to ensure sustainable protection of vulnerable energy consumers in Romania.<\/p>\n<p>Some of the recommended actions, such as the adaptation of centralized market obligations, are relatively easy to implement, with expected effects in the short term, while other measures may take longer to become operational, but will generate structural developments with a higher impact, such as the strengthening of interconnection capacities with the European Union.<\/p>\n<p><strong>Examples of common instruments to increase wholesale market liquidity<\/strong><\/p>\n<p>The current Centralized Market Obligations (CMOs) have so far failed to guarantee an adequate and regular level of market liquidity. These obligations therefore need to be adapted through a firm enforcement of the obligations of gas producers. The latter will commit to offer different products on the market (monthly, quarterly, annual products), with prior notification of the volume, maturity and timing of sales.<\/p>\n<p>These adaptations should be designed in such a way as to create visibility and predictability regarding the volumes of natural gas available on the market and must be balanced with a substantial reduction in the overall quantities of natural gas subject to this obligation. In addition, the positive effect of these new CMOs will be reinforced by the introduction of market making services, which will allow spot market price visibility (day-ahead and day-ahead products) and an adaptation of balancing rules for a more direct integration of market prices.<\/p>\n<p>The proposed action plan will strengthen security of supply, reduce exposure to imports and thus ensure the long-term competitiveness and affordability of natural gas in Romania.<\/p>\n<p>The ambition to promote a deep and liquid Romanian wholesale natural gas market is not an objective in itself, but directly serves several strategic objectives, such as security of supply, accessibility of natural gas and competitiveness for the entire Romanian economy, from production to consumption.<\/p>\n<p>The proposed combination of measures has been conceived as a package of measures whose proper implementation will encourage the development of natural gas production, diversify possible import sources, export options and ensure the supply of affordable natural gas to domestic and non-household consumers in Romania in the long term.<\/p>\n\t<\/div>\n<\/div>\n\n\n\n\n\t\t\t<\/div> \n\t\t<\/div>\n\t<\/div> \n\n\t<div  class=\"vc_col-sm-3 wpb_column column_container vc_column_container col nectar-sticky-column no-extra-padding inherit_tablet inherit_phone\"  data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" >\n\t\t\t<div class=\"wpb_wrapper\">\n\t\t\t\t<div id=\"fws_6a1e62242c93e\" data-midnight=\"\" data-column-margin=\"default\" class=\"wpb_row vc_row-fluid vc_row inner_row\"  style=\"\"><div class=\"row-bg-wrap\"> <div class=\"row-bg\" ><\/div> <\/div><div class=\"row_col_wrap_12_inner col span_12  left\">\n\t<div style=\"\" class=\"vc_col-sm-12 wpb_column column_container vc_column_container col child_column centered-text left_padding_desktop_2pct top_padding_desktop_8pct right_padding_desktop_2pct bottom_padding_desktop_2pct\"  data-using-bg=\"true\" data-padding-pos=\"all\" data-has-bg-color=\"true\" data-bg-color=\"rgba(197,196,221,0.12)\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\" >\n\t\t<div class=\"vc_column-inner\" ><div class=\"column-bg-overlay-wrap column-bg-layer\" data-bg-animation=\"none\"><div class=\"column-bg-overlay\" style=\"opacity: 1;
