Romania has set itself ambitious targets in the EU, which it must firmly respect. We cannot turn our guns in this fight against emissions. But is it possible for Romania to strike a balance between transition and maintaining economic performance? Adrian M\u0103niu\u021biu was joined by <strong>Daniel Apostol, Director General <a title=\"\" href=\"https:\/\/www.fppg.ro\/\" target=\"_blank\" rel=\"noopener noreferrer\">FPPG<\/a><\/strong>, and <strong>Corneliu Bodea, CEO <a title=\"\" href=\"https:\/\/adreminvest.ro\/\" target=\"_blank\" rel=\"noopener noreferrer\">Adrem<\/a> and President <\/strong><a title=\"\" href=\"https:\/\/www.crenerg.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>CRE<\/strong>,<\/a> in the program <strong>New Economy,<\/strong> where they discussed the challenges and opportunities created by the energy transition for Romania and the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>You can watch the recording of the full dialog here:<\/strong> <\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The new economy. Energy sector challenges and climate change\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/i9Y97ODm7ak?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The show covered topics of interest on energy transition, economic policy and the gas sector:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The current context of global decarbonization<\/li>\n\n\n\n<li>Romanian interests in the global transformation process<\/li>\n\n\n\n<li>Exporting EU emissions to China<\/li>\n\n\n\n<li>Costs of the transition<\/li>\n\n\n\n<li>Timetable for decarbonization<\/li>\n\n\n\n<li>Energy in the context of elections<\/li>\n\n\n\n<li>The impact of the Russian war on Romanian energy<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">BRIEF SUMMARY OF THE STATE OF PLAY<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Opening the program, Adrian M\u0103niu\u021biu set the framework for the discussion and briefly presented the EU's main climate objectives, defined by <strong>Green Deal <\/strong>and <strong>Fit for 55. <\/strong>The targets, graduated by year, are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>By 2030 - we need to reduce CO\u2082 emissions by 55%<\/li>\n\n\n\n<li>From 2035 - no more internal combustion cars, not even hybrids.<\/li>\n\n\n\n<li>In 2050 - Europe will be climate neutral, continuing emissions but offsetting them.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Green Deal will make transportation predominantly carbon-free, and the use of hydrocarbons will tend towards zero, with fossil fuels being replaced by renewables. This is a difficult requirement because many conventional energy generation capacities, i.e. hydrocarbon-based, need to be closed and replaced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, the main sources of energy globally are fossil fuels. Specifically, 84% of global energy is supplied by hydrocarbons, which also power 97% of global transportation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 5 trillion dollars invested so far in renewable energy capacity has resulted in only a 2% drop in the global carbon footprint, according to a World Bank study. <\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The new economy. Decarbonization: where do we start and what are we aiming for?\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/cdlgiu1sOe0?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">WHAT IS ROMANIA'S INTEREST?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In the tumult of the dialog about achieving climate goals, it is necessary to define what is in the interest of Romania, its economy and its citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Daniel Apostol says that Romania's interest lies in increasing the level of development of society and improving the quality of life for every citizen.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\u201eYou look first at what you have and who you are and then you ask yourself questions about what you don't have and where you can get it from.\u201d, says FPPG Director General, referring to the fact that Romania needs to use its singularity attributes, the unique resources available, to make use of its energy transition.<\/blockquote>\n<p><iframe loading=\"lazy\" title=\"The new economy. Romania&#039;s interests in the energy transition\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/9xh9VKHCxZ8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dialogue about <strong>energy transition<\/strong> revealed not only problems and obstacles, but also optimism, confidence and constructive approaches. For example, Corneliu Bodea pointed out that the energy transition bodes well and boosts our development capacities. The CRE President also emphasized that Romania has and must use its renewable energy sources and natural gas. <\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The new economy. Romania&#039;s resources, a trump card in the energy transition\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/kuMm8geSUSQ?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">EXPORTING EMISSIONS - A EUROPEAN HYPOCRISY?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Adrian M\u0103niu\u021biu emphasized <strong>two inconsistencies in EU emissions policies:<\/strong> First, in the great renewable development loop, European countries are transferring their carbon footprint to China. The second is that the shift away from fossil fuels is mainly supported by countries that no longer have any resources of their own anyway and which, through the war in Ukraine, have lost access to Russian resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regarding the need to globalize climate efforts, Corneliu Bodea pointed out that the energy transition is not only taking place in Europe and the US, one of the most involved actors in decarbonization is China itself. The benefit of the energy transition should not only be a cleaner environment, but also, over time, cheaper and safer energy, and Europe's role in the coming years is to demonstrate this advantage by its own example.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for the support needed to move away from fossil fuels, the President of the REC recalled that their phase-out is supported at the European level. In the first stage, at least, the transition will involve an increase in prices, and the EU is responding to this problem by allocating funds, for example the Just Transition Fund. As in other situations, Romania has not yet accessed this money, not having even part of the regulatory framework ready. <\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The new economy. Energy transition will make energy cheaper\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/tHdi4VpHO0E?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">HOW DO WE AFFORD THE TRANSITION?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Based on the statement of the Minister of Energy, Sebastian Burduja, made at the RIGC 2023 - Romanian International Gas Conference, Daniel Apostol emphasized the 3 characteristics of energy, which must be:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Secure<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Romania has resources for energy, including the launch of the Neptun Deep project. It also has knowledge, it has energy experts, economists and a generation of politicians should also be trained, because the energy transition is mainly a political issue, with, of course, strong economic implications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Affordable<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The energy transition is expensive, due to the many necessary re-engineering processes. Romania has the resources to support it. For example, the gas industry has the financial capacity to develop useful decarbonization technologies, which could strongly contribute to national targets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Sustainability<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thirdly, energy must also be green, sustainable, if we are to achieve our goals and help halt climate change. Because decarbonization will gradually become a new way of life that we will have to adopt. Thus, Homo sapiens must evolve, reinvent itself: we will no longer be hydrocarbon people, but we will have a decarbonized, \u201egreen\u201d lifestyle. https:\/\/youtu.be\/ropjWzR3FCA.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">WHEN DO WE STOP EMISSIONS? WHAT DO WE WRITE IN THE DECARBONIZATION TIMETABLE?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Globally, there is a divergence of views on the timetable for switching off fossil fuels. This was clear even at <strong>COP28, <\/strong>when Sultan Ahmed al-Jaber, President of the COP28 climate summit, Dubai 2023, pointed out that the transition must be achieved gradually, <em><strong>\u201eso as not to drive people back into caves\u201d.<\/strong><\/em> At the same time, UN Secretary-General Antonio Guterres recalled the view of scientists that we can only stop climate change by completely switching away from fossil fuels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Views on the steps towards decarbonization and the timetable to be adopted were also nuanced. We note two aspects: it is important for the state to incentivize the private sector, which will make the transition \u201esmart, calculated in terms of effort, time, financially\u201d, as the global trend is converging towards the development of new gas production capacity, despite the extremist currents inherent in any change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In conclusion, Romania could see the transition as an opportunity for development and could assume, in a coherent manner, in synchronization with the wealth of available resources, a path involving natural gas. The solution is to use technology in such a way that emissions are as low as possible, even if we choose to use natural gas during the transition period. <\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The new economy. It&#039;s not smart to give up hydrocarbons\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/RUWF4Ffl9ck?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">INFLUENCE OF ELECTIONS<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As 2024 is shaping up to be a complicated year, the subject of elections could not be absent, especially as the electoral year could be marked by greater than usual regulatory unpredictability and budgetary uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Energy could be used as an election issue, but that's only natural, says FPPG director, as long as <strong>Neptun Deep<\/strong> - along with other major energy projects - is a \u201epassport to wealth\u201d for the benefit of the state, citizens and the economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CRE President stressed that politicians need a moment of analysis to see how much certain energy projects - such as Neptun Deep, but also the construction of reactors 3 and 4 at Cernavod\u0103 - have been delayed and what Romania would have gained if the timeline for their realization had been respected. <\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The new economy. Neptun Deep project and election year\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/NpCWWcx6Y6c?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">THE IMPACT OF WAR AND ENERGY SECURITY<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>War in Ukraine<\/strong> may, at least hypothetically, jeopardize the Neptun Deep project. In order to be independent, we would have to give up the EU treaties. At this point, it is appropriate to talk about \u201eenergy security\u201d, ensured at EU level through interconnectivity, to which Romania is making a strong contribution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our guests reminded us that an independent country relies solely on its own resources and would have no support in the event of collapse.
